Abstract

The article is devoted to the consequences’ study of the managerial, management tools’ use in the social institutions of science, education, and health care. The study purpose is to substantiate the thesis that managerialism is a kind of a new ideology. To achieve the presented goal, methodological tools based on D. North’s neoinstitutional theory were used. The study revealed that managerialism as an efficiency ideology is based on institutional rules accepted by the state, it is applied considering informal restrictions established in society (values, attitudes, stereotypes, behavioral patterns, etc.) and relies on the Russian bureaucracy, which is the main beneficiary of the managerialist ideology. The negative consequences of managerialism are manifested as an increase in imitative practices; a decline in the level of employees’ professionalism of scientific, health care and educational organizations; a loss of the social purpose of social institutions, and the misuse of state resources.

Abstract

Today, most people are talking about project activities and their effectiveness. Among the aspects considered in project management, there is no management of stakeholders, although their influence and participation determine the success of the project. Positioning is an important stage in project management, because it is the correct distribution of stakeholders into groups that makes it possible to build the right strategy for interacting with t stakeholders and minimize their negative impact on the project. There are several approaches to stakeholder positioning in the scientific literature, but they are not always used in practice. This decision is due to distrust of the positioning stakeholders’ process, possible mistakes in decision-making and the lack of a program to help the project manager. The article presents a way to improve the process of positioning stakeholders by creating a desktop application. Such application was developed by the authors of the article through one of the most popular programming languages Python and the well-known PyQt5 framework. As a result of using the application, the project manager receives a completed matrix where stakeholders are located on the basis of the completed information, and the opportunity to get the most out of working with stakeholders.

Abstract

The annual increase in the number of individual entrepreneurs in comparison with the decrease in the number of legal entities, especially in the form of microbusiness in the field of online commerce on marketplaces, reflects the relevance of the chosen topic. The analysis of scientific articles over the past year confirms that research on the specifics of the individual entrepreneurs’ activities is aimed primarily at the external interaction of entrepreneurs and the state. The scope of internal control and the features of accounting for individual entrepreneurs have not been previously considered by scientists. Earlier in the works of scientists, business management processes, elements of a balanced scorecard system and stages of the accounting process were included for a simplified structure of an integrated accounting and analytical system. The study purpose is to optimize information flows in the accounting and analytical system of individual entrepreneurs in the field of web business on marketplaces. As a result of the study, the information movement has been clarified in order to fix indicators of strategic goals and the formation of tax accounting registers. The goals’ components and system’s objectives of balanced indicators for individual entrepreneurs have been formed, considering the specifics of web business on marketplaces. The tasks’ interrelation is reflected and the possible connection of universal indicators within the framework of strategic goals is described. These studies can be used as the development of state recommendations on accounting by individual entrepreneurs as an alternative to existing ones for organizations. Further studies may be devoted to assessing the effectiveness of the accounting and analytical system for individual entrepreneurs and clarifying the algorithm of automation, as well as obtaining information when accounting within such a system.

Abstract

The article studies the economic consequences of harmful effects on the environment. A mathematical model has been developed for the analysis of environmental risk factors. When constructing a model, the probability of an insured event depending on time is taken into account. It is shown that different probabilistic impact models can be used for different categories of risk factors. The development of a dynamic model is based on the methods of probability theory, actuarial mathematics and, accordingly, on the, numerical methods and simulation methods. Analytical expressions for the risk factor integral value of environmental management are obtained in the work. The mathematical calculation of the distribution function, or the survival function before the time period occurrence of an insured event in different cases is performed, namely: in the case of a risk factor with a constant intensity, in the case of gradually emerging risk factors with their constant intensities, in the case when the survival function is decreasing at a linear rate, as well as in the case when equipment wear and tear leads to an exponential increase in the risk intensity.

Abstract

The article is devoted to problems of strategic planning in education. Special attention is paid to the formation of regional education development programs. The article considers the main provisions of the strategic program for the development of the education system at the municipal level as a key position for the formation of a unified educational space. The authors’ analysis of such programs has shown that such programs are often devoid of consistency and are not consistent with the development programs of the leading branches of knowledge and the economy of the region. Based on the legal framework, scientific articles, and the experience of the regions the authors propose a model for the formation of regional strategic planning documents in the field of education, based on the principle of a triple helix of interaction between the state, educational organizations and business. The educational space planned according to this model will differ not only in a new organizational format designed to coordinate the path of education and training, but will also serve as a consolidation of resources from all three sources.

Abstract

An unfavorable external environment requires an emphasis shift in economic researches of enterprise development from factors and mechanisms of growth to the analysis of stagnation processes and the search for mechanisms to enter the path of growth after stagnation. The purpose of this work is to study the intensity of the processes of stagnation and subsequent renewable growth of enterprises in the context of a wide range of sectors of the Russian economy. Signs of stagnation or drop in sales are revealed for 2013–2017, renewable growth – within 4 years after the stagnation period. The research methods are the calculation of economic coefficients and the identification of differences between them using methods of mathematical statistics. It was found that in an unfavorable external environment, significant proportion of Russian enterprises showed signs of stagnation or drop in sales. Certain advantages are shown by high-tech industries, in which the intensity of business stagnation was lower. The most acute period of the crisis was the period 2013–2016. In 2017, there was an adaptation of business to unfavorable environmental conditions, and the share of stagnating enterprises decreased significantly. Calculations showed that the share of enterprises demonstrating long-term renewable growth was at a low level. It reduces their attractiveness to private investors. The “age” factor can be recommended as a significant criterion for investors when choosing firms for financing: young enterprises are less susceptible to stagnation and more likely to enter the path of growth after stagnation.

Abstract

As a strategy against the outbreak and the further spreading of Covid-19, countries, states and communities used different approaches. To protect citizens, governments developed coronavirus mitigation measures and due to which, people were confronted with restrictions in their everyday life. As could be observed in many countries, the society mood turned, since many people did not agree with these restrictions and some people even started demonstrating against governmental mitigation measures. In this context, it can be assumed that some people are more prone to believe in rumors and fake news spread on social media than others. Consequently, a critical attitude is being developed against the government and/or Covid-19 mitigation measures. The present study uses the quantitative data collection method to investigate why some people change their behavior in crises situations and why they are more prone to believing rumors and fake news on social media than others. The results showed that the higher people rate themselves as being critical, the less they believe in rumors and fake news on social media, the less they change their behavior during the pandemic in terms of rejecting Covid-19 mitigation measures. Therefore, it is also more likely that people will follow the measures to mitigate the effects of coronavirus infection.

This article highlights the features of demographic and migration processes characteristic of the Far Eastern Federal District (hereinafter referred to as FEFD) in general and Primorsky Krai in particular. Based on materials of official statistics, the resident population dynamics of all Russia’s subjects that are part of the FEFD is considered. In this region, the development specifics’ of modern period migration processes are revealed; differentiated indicators of migration increase/decrease in the population are analyzed. A number of implemented state initiatives are outlined, to some extent contributing to the improvement of the socio-economic situation of the FEFD, as well as the normalization of its demographic situation. However, it is noted that despite the adoption of special measures/conditions, it is not possible to overcome the negative demographic trend of the macroregion. The paper emphasizes that in the Far East external labor migration has become a valuable source of compensation for the shortage of local labor resources. Thus, according to the author, the foreign labor force of this macroregion should be considered as the most important element of its socio-economic development, putting forward the problems of international labor migration among the most priority issues.

Abstract

The study subject is self-actualization and subjectivity in men looking for work. The purpose of this research is to identify the features of their self-actualization and subjectivity. Such methods of psychodiagnostics as the “SAT” technique by E. Shostrom (adapted by Yu.E. Aleshina et al.); the “URSL” test by M.A. Shchukina were used. Taking into account the main results of the study, the author came to the conclusion that the sample as a whole revealed problematic self-actualization and a fairly high overall level of subjectivity. In 83% of respondents, self-actualization was revealed only by contact. The proportion of men who recognize the values of a self-actualizing personality was 34%. A direct close connection between self-actualization and subjectivity has been established. The field of application of the found results is the social psychology of personality (the data received are important for assessing the socio-psychological readiness of men to promptly solve the problem of employment using intrapersonal resources). Mentioning the prospects of the study, it should be advisable to perform a comparative analysis of data by gender. The results obtained are valuable for practical social psychologists in terms of helping young men who find it difficult to realize their intentions to find a new job due to problematic self-actualization and insufficient subjectivity.
