Abstract

The purposes of the study are to create and test a set of methods for assessing the potential of a middle-level manager in a medical institution in order to make further recommendations for their development. To achieve this, a methodology has been developed based on the case of a private medical institution. The main data has been collected by interview, 360-degree assessment and tests. The author justifies the reasons to apply a group of methods defined as contextual analysis: gamba observation, analysis of critical incidents and causal analysis. Verification and interpretation of the obtained signs is conducted using the Signs vs Samples method. The methodology has been tested on the case of a private medical centre. The data obtained by the 360-degree assessment and self-assessment interviews are largely contradictory. Testing on the basis of Myers-Briggs typology has served as an effective tool for reconciling the contradictions. The contextual analysis has revealed the facts used furtherly to verify the data characteristics and interpret the results. It is found that the potential of a middle-level manager depends on the attitude of a higher-level manager towards them. The proposed methodology can be used in other medical organisations to plan the development trajectory of middle managers.

Abstract

The article is devoted to the study of adaptation programmes for foreign students in the countries of the Eurasian Economic Union (hereinafter referred to as EAEU) in the context of demographic security. The purpose of the study is a comprehensive comparative analysis of programmes for the adaptation of foreign students in the EAEU countries, in order to identify their features and differences as well as to analyse the potential consequences of these programmes for demographic security. The article discusses approaches to the integration of foreign students and creates a theoretical basis for further studies of the dynamics of educational migration and its impact on the demographic indicators of the EAEU countries. Previously, the problem was not the subject of scientific research, despite the fact that a significant number of scientific articles are devoted to the EAEU issues, but most of them are focused on the economic aspects of integration. Less attention has been paid to migration issues in general and the integration of the educational space in particular. A new concept has been introduced into scientific circulation – demographic integration, which is considered along with demographic security and means a set of processes and mechanisms that contribute to the harmonious and sustainable inclusion of migrants in the socio-economic structure of the EAEU countries. The article uses the methods of comparative analysis, content analysis of adaptation programmes to assess their experience of integration in the country of reception. Recommendations have been developed to improve adaptation programmes for foreign students, which in the future can contribute to strengthening demographic security in the EAEU countries.

Abstract

The article considers the programme of social protection of the population – the social contract (hereinafter referred to as SC). Its development and implementation in the Russian Federation has allowed to bring forms of support for citizens and fight against poverty to a new level. The author considers the main results of the project implementation which has made it possible to change the approach in the fight against poverty to a stimulating mechanism of self-sufficiency. The experience of individual foreign countries described and analysed in the article has allowed us to compare the mechanisms of stimulating citizens to achieve the level of self-sufficiency and highlight key features and differences. The activities of foreign programmes encourage population to actively integrate into the labour market while providing assistance in exchange for fulfilling obligations to improve their skills, find a job, ensure financial security and opportunities for professional growth and self-sufficiency in the future. The programmes are not only successful in the social protection system, but also reduce poverty and inequality. The article shows that the domestic experience of implementing social support for citizens through the social contract allows us to comprehensively solve the problem of stimulation and targeted work with beneficiaries, forming an independent and informed choice of household members. The expansion of the programme acts as a guideline for continuing state support activities and ensuring interdepartmental interaction in order to form a strategic approach in the development of the state support measures for the family through targeted programmes with an effective combination of direct financial assistance and incentive measures for the long term.

Abstract

The article proposes a structural model for evaluating performance of large industrial companies, built through the effects of influence of three indicator groups: innovation management, sustainable development, economic/investment efficiency. The purpose of the study is to develop a methodology for organisational innovation management with a focus on socially and environmentally responsible innovations. Large industrial corporations, on the basis of which innovation and implementation activities are conducted, are the object of the study. A structural model for evaluating results is the subject of the work. The indicators of non-financial reporting are analysed in the context of growth of business reputation, innovation management, and economic and investment efficiency of two industrial corporations. Based on the identified time series trends of the analysed indicators and conclusions from previous studies, we have proven the hypothesis about the impact of the non-financial reporting in the context of innovation management on the economic and investment efficiency of an industrial corporation. The conclusions drawn in the form of the proposed structural model for evaluating the activities of the research object provide prerequisites for the development of the methodology of the organisational innovation management in the framework of the proactive side of its presentation aimed at increasing corporate budget in order to bring more promising innovative products or services to the market in the context of responsible consumption and sustainable development.

Abstract

The article is devoted to the analysis of some current problems caused by digital transformation of modern science, in particular, the possibility of using foresight technology to understand its future and development paths. The science has begun to perform its prognostic function based on cognitive tools, clothed in the form of scientific methodology, and with the help of a special scientific language, having initially given the resulting knowledge a probabilistic nature. Positive consequences of digitalisation of the science are analysed, risks and threats faced by the modern science are named. It is proven that problems of security of digital knowledge and digital information are coming to the fore. Significant experience in using the foresight for prognostic purposes of scientific activity is studied, and the meaning of the foresight as an impact on the future of the science in order to build its desired future is revealed. Strengths and various (technological, algorithmic, socio-cultural, ontological, and ethical) limitations of the foresight methodology are identified, and ways to resolve them are outlined. A philosophical approach to study of the digital transformation of the science is presented. It is shown that it should serve not only as a tool for analysing current changes, but also as a basis for the formation of future scientific knowledge, for the development of new approaches to the scientific knowledge in the digital age.

Abstract

At the present stage, implementation of national priorities for innovative, scientific and technical development, programmes for import substitution and ensuring technological sovereignty cannot be reached without participation of government agencies. A significant potential for speed growth and possibility of minimising costs in their implementation lies in the field of obtaining effects from integration of scientific research, industrial production, and government support. This determines the need to develop tools for using the available resources of the state of various kind to promote the creation of innovative goods, works, services and diffusion of such experience. The purposes of this study are to identify and disclose priority strategic directions, tools and resource opportunities for ensuring the implementation of modern innovative processes based on the analysis of world and Russian experience in this field as well as current changes in the production and economic entities themselves and environment of their interaction. According to the results of the conducted research, the most priority areas and support tools have been identified and described. There are also three levels of innovation in terms of importance, which should be considered within the framework of the mechanism of public procurement of goods, works, and services. This will allow us to base on changes in the participants of the innovation process and predict its transformation from the point of view of potential development as a system. The study complements the existing methodological tools and can be used to elaborate government programmes and measures to support innovation processes as well as in the framework of innovative development programmes for large domestic industrial enterprises with state participation.

Abstract

The paper examines the applicability of the term “socio-economic protection at the regional level. Since there is a division between economic and social aspects, this term has not yet become widespread. However, considering the close relationship between these aspects, it is important to study socio-economic protection using an integrative approach. The purposes of this research are to formulate the author’s vision of conceptual approaches to defining the socio-economic protection of a region and to construct its conceptual and categorical scheme. The study uses methods of critical analysis and systematisation of published theoretical and applied research by Russian scientists. The results have revealed, on the one hand, the multifactor nature of the concept of the socio-economic protection, and, on the other hand, the existence of general trends in socio-economic development aimed at ensuring the standard and quality of life of the population at the regional level. The author’s substantiation of the conceptual approach to defining the socio-economic protection of a region implies an integrated consideration of this category as achievement of the level of development when the economic state of the region acts as a guarantor of a decent standard of living for the population and availability of sufficient resources to ensure it. The results of the study can be used in the future to develop a methodological apparatus for assessing the level of the socio-economic protection of regions.

Abstract

Optimisation of logistics processes, in particular, in the automotive industry, can go two ways. The first one implies that joint ventures are created with related component manufacturers on the territory of the base car assembly plant. This allows minimising logistics chains, which are reduced to the distance between neighbouring workshops. However, it is impossible to extend such experience to the entire range of components. Therefore, the second, comprehensive way for logistics optimisation is the use of modern digital technologies: internet of things, SCM (supply chain management) systems. However, implementation of modern technological solutions is associated with high financial and resource costs, which necessitates their effective investment. Consequently, assessing the feasibility of implementing digital solutions to optimise the logistics chains in the automotive industry is an urgent task, which is mainly the focus of our study. In the course of the work, it has been found that the level of use of the digital technologies by automotive companies is low. The key reasons here are their low practical efficiency, too high implementation costs as well as lack of digitalisation priority for the organisations themselves due, again, to the discrepancy between expectations from the implementation and actual performance indicators of a particular technology.

Abstract

The article examines the role of real estate valuation in property management. The purpose of the scientific work is to confirm the hypothesis about the efficiency of applying methods and techniques used in the Russian practice of assessing the market value of real estate. The hypothesis is based on the postulate that for successful operation of an enterprise, any asset should bring a positive effect in the amount that levels the costs of acquisition, operation and modernisation. As a result, in the context of the article, the efficiency of the property management is considered through the prism of economic efficiency. Thus, the most economically efficient management decision in the property management is the one that brings the greatest cash flow on the selected planning horizon. The main objective of this article is to analyse the Russian practice of the real estate valuation in the context of searching for effective tools that allow making management decisions regarding the disposal of property. To achieve the stated goal and objectives, mainly general scientific methods have been used, including analysis, synthesis and generalisation. The article proves that the application of the methods and techniques used in the Russian practice of valuation is appropriate when making a management decision regarding the disposal of the property. Thus, property management entities are recommended to study the basis for assessing the market value of real estate objects.

Abstract

In modern conditions of uncertainty, dynamism, and insufficient predictability, with consideration to complexity and goal-oriented nature of production and economic systems, there arises a necessity for regular monitoring of conditions of their internal and external environments and responding to ongoing changes. This article formulates new and advances existing conceptual positions and methodological foundations of an economic diagnostic system as a means to manage performance of operational activities in manufacturing enterprises. It is identified that there exists a certain ambiguity in approaches to the concepts of efficiency and performance of activities of modern market economy subjects. Economic diagnostic of the operational performance of enterprises is the process of selecting economic indicators to track their deviation from criterion values for timely problem identification and prevention. Accordingly, it is examined using a panel of indicators and performance metrics of business processes. Based on key business processes of the enterprise and criteria of cost – time – quality, the economic indicators reflecting the enterprise performance are determined. A list of its indicators is established, which considers the focus of the enterprise on long-term functioning. The application of forecasting methods in the economic diagnostic process is justified, utilising trend models to enhance forecast representativeness. The performance of three machine-building enterprises within the group of companies “United Automotive Technologies” is investigated. Their integrated performance indicators and influence of the enterprise business processes on them are indentified.

Abstract

The crisis state of the economy contributes to the deterioration of the business environment, while one of the important problems is the state of settlements with debtors and creditors, since the slowdown in business activity creates difficulties with the timeliness of settlements between counterparties. Therefore, the state of accounts receivable and accounts payable as well as the formation of effective mechanisms for managing them, is an urgent area of financial management. During the study, 5 dairy industry enterprises have been selected, for which, using these financial statements, the calculation and interpretation of the main indicators of financial and economic activity in the period 2020–2023 are conducted, reflecting the status and turnover of accounts receivable and accounts payable as well as the ratio between them. Based on the results of a comprehensive study, problems common to the industry in the existing system of accounts receivable and accounts payable management are identified as well as directions for improving the management system are formed. It has been established that in 2022–2023, the general trend is an increase in the volume of accounts receivable and, as a result, a decrease in its turnover. As a result, the value of the ratio of accounts receivable and accounts payable has increased significantly, which indicates the diversion of a large volume of liquid assets from circulation and can lead to loss of financial stability. For dairy industry enterprises, the improvement of the accounts receivable management mechanism remains an urgent direction, aimed at reducing its volume and increasing turnover, which will contribute to increasing business activity and reducing the duration of the operating cycle.

Abstract

This article considers the tools used in foreign practice to increase competition and remove restrictions on participation of companies in public procurement. Open competition means that all qualified companies have the right to participate in the public procurement on the basis of fair consideration of their bids and selection of the winner, and the right to appeal. The results of the study have identified the tools that ensure competitiveness of the procurement in foreign practices, are used in the formation of regulatory and legal framework of the contractual system, in bidding, at the stage of contract execution. When bidding procedures are prepared, competition is ensured through the use of a single online platform and exclusion of unreasonable or unnecessary requirements for bidders, except for qualification requirements, which makes it possible to increase attractiveness of the bidding for enterprises and number of participants. At the stage of preparation for the bidding, procuring authorities should analyse the market and form specifications focused on functional criteria for the goods to be supplied to reduce risks of biased selection of the winner. When competitive procedures are held, it is necessary to exclude the possibility of manipulation of criteria for evaluation of proposals and collusion of participants. At the post-contract stage one needs to develop mechanisms to identify possible violations and illegal actions. Based on the results of the study, the indicators that can be used to assess competition of the public procurement in the Russian Federation are formed.

Abstract

Investments are one of the fundamental factors of economic development. In order to form a sustainable development of the region, it is necessary to conduct active investment activities. Therefore, understanding investment processes in the region should be associated with identifying the main investment concepts and establishing a link between them, which leads to high economic results. The purpose of the study is to identify the basic investment categories and establish the relationship between them in order to understand the investment processes in the entity that determine its sustainable development. The research uses methods of bibliographic analysis, synthesis, systematic approach and a method of comparative analysis. As a result of the bibliographic analysis, the main characteristics of the investment concepts are identified and considered. The relationship between investment activities, investment risk and result has been revealed. The distinctive features of the investment climate and investment attractiveness are determined, and their main parameters are established as well. The importance of state investment policy as a way of influencing the investment processes is highlighted. Based on the study of the essence of the concepts, their relationship is established. The analysis has revealed that the investment risk and investment potential are accompanied by the process of the investment activities. Thus, the investment attractiveness is formed. The intensity of the investment activities characterises the investment activities, which affects the investment climate. Investment policy influences formation of a favourable investment climate, which, in turn, contributes to the investment attractiveness. Thus, the correlation of the investment concepts makes it possible to determine the essence of the investment processes in the region necessary for the formation of its sustainable development.

Abstract

The work reflects controversial issues concerning introduction of a new tourist tax. The purposes of the study are to overview changes in tax legislation from January 1, 2025 in the field of collecting the tourist tax, features of determining its elements; to identify current problems and find ways to solve them. The authors have analysed the results of the experiment on establishment of a resort fee which ended on December 31, 2024. Data on payment receipts, directions of its use and realised activities in the participating subjects (Altai, Krasnodar, Stavropol regions, St. Petersburg, federal territory “Sirius”) has been analysed. The authors come to the conclusion that, based on the results of the experiment, across the participating regions, resort tax revenues are not significant, problems with assessing possible revenues and efficiency of using the received funds have arisen. In order for the new tax to come into effect on January 1, 2025, representative bodies of municipalities should publish the relevant decisions by December 1, 2024. With the widespread introduction of the tourist tax, there may be a need to strengthen tax control as tourists will look for acceptable vacation options, renting accommodation in the private sector, the objects of which are not be in the registers. Accordingly, the problem of the tax control over tax evasion by individuals – landlords of apartments and residential buildings – will become relevant. The obtained results can be used in developing decisions on the collection of the tourist tax, taxation of personal income, and in developing bills to improve provisions of tax legislation.

Abstract

The emergence of special tax regimes in the Russian tax system is directly related to the development of small and medium-sized enterprises (hereinafter referred to as SME). The birth of a simplified taxation system (hereinafter referred to as STS) can be linked to the adoption of the Federal Law No. 222-FZ which replaced a large number of taxes with a single tax. The introduction of Chapter 26.2 of the Tax Code (hereinafter referred to as TC) of the Russian Federation (hereinafter referred to as RF, Russia) on January 1, 2003 was significant. Despite the measures taken, in terms of small business development indicators, Russia lags far behind developed countries. According to the Federal State Statistics Service (hereinafter referred to as Rosstat), the share of SME in gross domestic product for 2022 was 21%. The share of the “income” object predominates, trade and services continue to be the spheres of activity, the share of SME in regional budget revenues is insignificant. The purpose of the study is to analyse the changes in Chapter 26.2 of the TC of the RF introduced from 2025 by the Federal Law No. 176-FZ, in particular, imposition of the obligation of STS users to pay value added tax (hereinafter referred to as VAT), their impact on the financial position of small business entities, their counterparties, and budget revenues. The study uses methods of analysis, synthesis, comparison, and the tabular one. The work is based on federal laws, official documents of the Government of the RF, Rosstat data, and reports of the Federal Tax Service of Russia on the topic in question. The study has found that introduction of the VAT at a rate of 5 or 7% without the right to deduction into the STS increases the price of goods or products sold by a STS user.

Abstract

The ideas of people with disabilities about themselves as subjects of labour and as representatives of a certain group of professions are the subject of the study. The purpose of the study is to develop a questionnaire that allows us to determine the prevailing types of professional and labour self-concept of people with disabilities. The research has been conducted in several stages, the content of which is aimed at psychometric testing of the questionnaire, namely, testing its substantive validity, including the discriminatory ability of the items, internal consistency of its scales, correspondence of each item to the studied construct; criterion validity; construct validity of the primary testing of the methodology on a sample of 117 people with mild and moderate musculoskeletal disorders with intact intelligence aged 17 to 42 years (correlation of the questionnaire scales with the scales of other methodologies measuring similar constructs, and confirmatory factor analysis) as well as retest reliability. The primary testing of the authors’ methodology has showed its compliance with the psychometric requirements for psychological tests. The questionnaire allows identifying four types of assessments by people with disabilities of themselves as subjects of labour and as representatives of a certain group of professions: the predominance of an adequately positive assessment, pseudo-positive, indifferent and negative is revealed. Based on the combination of the assessments, it is possible to identify the prevailing type of the professional and labour self-concept: balanced and unbalanced, adaptive and maladaptive. The use of the questionnaire in the process of professional and labour orientation of people with disabilities ensures the construction of predictive models of their professional development.

Abstract

This article analyses prerequisites for the emergence of J. Baudrillard’s consumer society theory. First of all, it describes the formation of a sociological approach to consuption analysis as well as studies its differences from economic and psychological approaches. Next, we outline the historical context in which J. Baudrillard’s ideas originated and saw their further development, namely the steady increase in household incomes and improvement in the quality of life in the 1960–1980s, that stimulated an increase in demand for consumer goods and, accordingly, expansion of mass production, considering consumer tastes and preferences. Along with this, the article contains the names of scientists whose views largely determined the main postulates of the sociological approach, including K. Marx’s concept of commodity fetishism and law of increasing requirements, and T. Veblen’s concept of prestigious (ostentatious) consumption. We show that accourding to the abovementioned theoretical and historical prerequisites, the sociological approach considers behaviour of a human as a consumer in a social context for the first time. Thus, the latter turns into a tool for studying the life of an individual, social groups and society as a whole. At the same time, J. Baudrillard poses the process of consumption beyond satisfaction of material needs and designates it as a form of simulation where the iconic value of goods is more important than functional utility.

Abstract

The article is devoted to the study of the problem of influence of internet addiction on the psychological health of students. This article discusses such concepts as psychological health and internet addiction as well as analyses the research of various authors on this issue. Thus, after analysing modern research, we have determined that too frequent use of the internet and, subsequently, internet addiction negatively affect the psychological health of an individual. The psychological health is an important aspect of human life in society. In psychological and pedagogical science, there are certain criteria for determining its level. The criteria include genetic characteristics, conditions for successful development, ability to adapt quickly in society, and personality stability. In the educational environment, the psychological health is considered from the positions of priority, personal value of health and value attitude to it, confidence, creativity, adequate perception of the world, intellectual potential, adequate self-esteem and self-perception, interest in other people, stress tolerance, orientation to self-development. To maintain and strengthen the psychological health of the students, in higher education institutions conditions are created, and specially designed programmes, models and socio-psychological training are used.

Abstract

This article examines the relationship between personal maturity and conflict behaviour strategies among service sector employees. Personal maturity is a complex set of personal properties that includes a number of parameters such as self-actualisation, responsibility as well as emotional, spiritual and moral maturity. Conflict behaviour strategies are behavioural coping of human interaction in a conflict situation. Personal characteristics of the service sector employees include such key components as extraversion, neuroticism, high emotional intelligence and empathy. Using 5 methods that comprehensively diagnose human personal maturity as well as the priority of a conflict behaviour strategy and coping strategies in difficult situations, the authors reveal the relationship between the studied personality traits of the service sector employees. The research results have showed average and high levels of the personal maturity among the workers of this sector with the priority of such strategies as cooperation, adaptation and compromise. It is revealed that personally mature employees choose the following coping strategies: planning and positive reassessment. A negative relationship can be traced with such coping strategies as responsibility and compromise.
