CURRENT ISSUES OF MANAGEMENT
This study is devoted to the analysis of convergence in the economic development of regions, and these aspects are considered in the article in conjunction with the general trend of departure from economic globalization and transition to a new regionalism. The general trend of the new regionalism in the modern world, the manifestation of intraregional imbalances not only at the level of the integration association of countries, but at the intra-country level are considered. It is established that a significant motive in favor of regionalization is the strengthening of relations and strategic partnership between “friendly” countries, which changes the previously established models of international economic cooperation, and focuses on regional priorities of socio-economic development. The analysis of regional convergence has shown that such convergence has a historical trend towards a slowdown, which is generally manifested at the international and domestic levels, which is partly due to heterogeneous models of regional growth. In the future, countries and regions will need new mechanisms to adapt to crises and turbulence of the global economy.
The study relevance is due to the fact that in the conditions of a decrease in the birth rate of the population by 28% (for the period 2014–2021) and serious budget constraints (with a planned deficit of the federal budget for 2023 in the amount of 2.93 trillion rubles) it is necessary to achieve the national development goals of the Russian Federation for the period up to 2030. The study purpose is to develop a reasonable list of recommendations for improving the management of public spending on social support for families with children in context of ensuring strategic development of the Russian Federation, considering modern socio-economic realities. To achieve this goal, it is necessary to solve the following tasks: to analyze the existing practice of social support for families with children; to show its importance for ensuring the strategic development of the Russian Federation; to formulate proposals for modernizing management of public spending on social support for families with children, taking into account the current socio-economic situation. The research methods are based on the analysis and synthesis of numerical data, as well as textual information. Promising areas of research are issues related to assessment of the implementation impact of budgetary policy in field of social support for families with children on labor market and pension system (and vice versa). According to the results of the study, it is concluded that ensuring the strategic development of the Russian Federation requires solving the problems of population reproduction through the development of social support measures for families with children that do not form an increase in the expenditure obligations of the Russian Federation. The author’s proposals can be used in the practical activities of the Ministry of Finance of the Russian Federation, the Ministry of Labor of the Russian Federation.
The article examines the competitiveness concept of universities, presented by modern researchers. The most important factors of increasing the international competitiveness of universities in the global digital space are identified and analyzed. The internationalization importance of teaching personnel and student staff, as well as the introduction of international practices using digital technologies into the universities educational programs’ is established. The results of a sociological survey of students in Russian higher educational institutions are presented. The factors that have the greatest influence on the choice of university and educational program by students are determined. The attitude of students to gaining international learning experience in the digital educational space has been studied and practice-oriented recommendations for improving the international competitiveness of universities have been prepared. In addition, foreign policy factors influencing the intensity of international activity of Russian higher education institutions were taken into account when making recommendations.
The article presents a descriptive study of the mentoring practice in business education. The approaches, needs and problems of mentoring in the field of entrepreneurship as a factor of socio-economic development of the country are considered. The article focuses on graduates of MBA programs who have a high level of acquired knowledge, good education and experience, occupy fairly high positions or run their own business. In addition, it was noted that entrepreneurial mentoring should be implemented and built through a formal and organized process. At the same time, the achievement of sustainable development goals and initiatives in all spheres of life depends on the effective mentoring of people who play a two-way role, contributing to personal development, skills, talents, experience and education for the development of other individuals, as well as for society as a whole. It is concluded that mentoring offers a potentially transformative impact on the career orientation of business education programs graduates’, positively affects the opportunities for opening, formation and development of business sustainability. The study suggests options for finding a mentor for an MBA graduate in terms of public initiatives, participation in accelerators or special projects and programs, the use of paid mentoring resources, as well as the development of their own mentoring programs based on a business school. The author concludes that the proposed options will allow mentee to more confidently manage business processes and ensure the development of the company, thereby increasing their professional value.
STRATEGIES AND INNOVATIONS
High-tech products and innovative startups are at high risk. Mechanisms of their minimization are an important condition for the commercial success of innovation. This thesis is especially relevant in the period of business scaling. As a key criterion for the commercial success of the scaling, an indicator of the mass of the extracted profit is proposed. For its growth, the decomposition of the profit formula into 3 factors is presented: the capacity of the target market, the market share of the startup, the target profitability of sales. In the proposed approach, the development of a business scaling project for an innovative startup is based on marketing activities that contribute to the growth of these factors. Due to high risks an innovative product does not always have sufficient market capacity, it is often difficult for it to compete for a significant market share, therefore, it is impossible to increase profitability. In this case the project is not filtered by the criterion of potential profit that can be obtained as a result of scaling, and is postponed. For projects that overcome filtering by 3 key components of profit, the planned results of each event, the timing of their implementation, the performers and the necessary budget are determined.
Today it is important to develop strategic management in project-oriented companies, which include construction organizations, where it is necessary to combine project management with strategic management mechanisms. To manage the projects of a construction company and in order to ensure its sustainable development, it is necessary to use models, methods and project management tools that need to be integrated into the overall strategic management system of the company. The article presents the strategic planning system of a commercial company in the field of construction and describes its subsystems. The interrelation of strategic management of the organization and project management in a construction organization is studied. In order to ensure sustainable project management, the authors have formed a strategic plan for a construction organization, which includes certain considered in detail stages. The final part of the article contains brief conclusions.
The subject of the research in the article is the tools of motivation and involvement of personnel in the organization. The study examines the theoretical aspects of motivation and involvement of personnel, determines the relevance of self-development of the employees’ potential of modern organizations. The development perspective of personnel basic skills in the 21st century is shown, which includes, in addition to the traditionally necessary professional hard skills and soft skills, also existential skills containing the ability to self-development and self-learning. The concept of job crafting as a tool for staff self-development is proposed, the main idea of which is that in order for an employee to be involved in the workflow, it is necessary to reconsider the attitude to work according to the following criteria: the approach to completing tasks, the nature of interactions with colleagues, thinking when doing work. A comparative analysis of job crafting and the concept of kaizen (which is used when an organization needs changes to increase competitiveness) is carried out. Job crafting is relevant as a motivational tool when employees initiate changes themselves and form their own working environment in such a way that it meets their individual needs by adjusting the prevailing requirements of work and resources.
In modern realities the development of the country is impossible without the introduction of innovative developments in production. Therefore, identifying the level of innovation activity in the context of all federal districts makes it possible to assess the capabilities of each subject of the country and based on this monitoring to form an innovation development strategy. Considering certain indicators which characterize the productive component of the innovation potential, the author conducted a comparative assessment of the federal districts of the Russian Federation, identified trends and directions of development. Conclusions are drawn about the problems and opportunities of innovative development. The purpose of the study is to determine the innovative activity development direction of the Russian Federation in the main federal districts. To achieve the goal, the following tasks were identified: to assess the volume of innovative goods produced by federal districts; to define the costs of this activity; to find the factors constraining innovative development.
The article examines the current state of the Russian economy, which is at the active growth stage of the fifth technological order, and the related problems of managing digital maturity and digital business transformation. The existing technological gap between the Russian and global economies has a direct impact on the level of digital technology diffusion among representatives of all sectors of the economy and slows down the process of digital transformation, hindering the transition to a digital economy. The study subject is the management of business digital maturity in the current technical, technological and economic conditions. The study purpose is to identify the constraining factors of the digital transformation of Russian business in the conditions of technological lag. Empirical, logical, and comparative methods were used in the study. The scientific novelty of the research results consists in the problem consideration of the impact of technological lag of the IT sector on the management of business digital transformation in the new geopolitical conditions.
The article is devoted to the problems of transformation of the domestic educational space of the knowledge economy of the digital socio-economic structure considering modern threats and risks. The study purpose is to form and substantiate the author’s system paradigm of network multiuniversitates for training personnel in the interests of sustainable development of the Arctic zone of the Russia and ensuring national security of the country. The authors substantiate the need for an interdisciplinary and practice-oriented transition to a multi-university network organization of universities for the sustainable development of human resources in Russia. The problematic issues that require special attention and urgent resolution in the field of personnel training for the sustainable development of the Arctic region are identified. The conceptual-theoretical and scientific-methodological foundations of the transformation of the domestic educational space in the interests of harmonization of relations between the market and the state, the individual and society are presented. As an object of the field experiment, it is proposed to create an Arctic multiuniversity as a “Polar Bank” of Russia’s intellectual capital. If the proposed field experiment is successful, the accumulated experience can be spread throughout Russia as an example of recreating the science cities of the digital knowledge economy. The authors used general and particular methods of unity research in contrast to natural sciences and humanities. The research methodology is based on the key provisions of risk theory, the theory of eco-oriented innovative development, taking into account the ecological imperative of technological development.
DEVELOPMENT OF INDUSTRY AND REGIONAL MANAGEMENT
Due to the fact that the sanctions regime of Western countries is aimed at destroying Russia’s foreign trade relations and restraining the economic development of Russia, the article considers the increased importance of the main aspects of energy stability and presents a state assessment of Russian Federation energy security in conjunction with energy availability and environmental sustainability using the energy trilemma index. A number of urgent problems that have arisen in the fuel and energy complex as a result of sanctions have been identified. The general scheme of fuel and energy complex transformation is presented and possible ways of solving problems are given. The necessity of carrying out a set of measures for the transformation of the fuel and energy complex, including short- and medium-term measures necessary to ensure the state of energy security and sustainable economic development of Russia is substantiated.
The article presents an assessment of the main statistical indicators related to the efficiency of industrial production growth in various regions of Russia over the past few years. The inclusion of digital achievements in the context of the negative consequences of the recent pandemic and sanctions on the production of industrial enterprises is also considered. The research is devoted to the application of digital technologies in industrial production in Russia in several regions under current circumstances and the potential of their future development. The introduction contains an overview of the scientific literature of economists and researchers dealing with industrial production and digitalization. This section also outlines the goals and objectives of the study. The purpose of the study is to study the current state of industrial production growth in Russian regions, depending on the development of the regional economy under sanctions. The assessment of industrial growth indicators of the main economic indicators of industrial enterprises is carried out. There was also a study of methods and researchers who contributed to the consideration of this issue both at the national and international level. The article considered indicators illustrating the growth of Russian industrial production and its regional variations, as well as evaluating the use of digital technologies in industrial production. At the conclusion of the article, based on the scientific work carried out and a review of the literature of researchers who studied this issue, the result was summed up. The essence of this conclusion suggests that the reorganization of industrial production at the level of regional management should continue in the foreseeable future. Additionally, a long-term forecast for the development of industrial production has been compiled.
The article analyzes technological development of the oil and gas industry in Russian Federation under international sanctions, as well as the directions of technology development and equipment production. The article purpose is to identify ways to achieve technological sovereignty in the industry. Patent statistics and construction of patent landscapes is considered as a method of choosing the direction of technological development. The study object is Russian oil and gas companies, while the main attention is paid to companies producing and distributing liquefied natural gas. The study subject is application of patent statistics for identifying trends and directions of technological development of the industry. The study result is determination of industry leaders, and the most promising areas of research in the field of means and methods of liquefied natural gas transportation, methods of its liquefaction or curing, as well as storage equipment. The article draws conclusions about the most promising technologies and patent trends, such as the creation of mobile plants for production of liquefied natural gas , including the construction of its own fleet of gas carriers and floating plants for the gas liquefaction to provide access to the infrastructure of offshore fields. In addition, for rapid development of new markets, the use of floating terminals for regasification is proposed. Approaches to assessing the innovation activity and competitiveness of companies have been considered.
The article is devoted to the system analysis of organizations implementing programs of additional professional education as an element of the continuing education system in the Russian Federation. The article purpose is to determine the role of the professional public accreditation procedure in the management system of socio-economic processes in the field of additional professional education. According to the results of the study, the authors concluded that, having additional socio-economic effects, the procedure of the mandatory system of professional and public accreditation of organizations in the field of additional professional education can serve as one of the tools for the development of the educational activity management mechanism. The methodology of the research includes methods of analysis and synthesis, comparative method of cognition, methods of processing statistical information. The results of the study are valuable in developing a development strategy in the field of professional retraining and advanced training of employees from the state and commercial spheres.
ECONOMICS: PROBLEMS, SOLUTIONS AND PROSPECTS
The article discusses the change in consumer behavior in the conditions of the epidemiological situation associated with the spread of the Covid-19 virus, as well as due to the aggravation of the international political situation caused by the start of a special military operation of the Russia in February 2022. These circumstances demonstrate the relevance of the study. The main purpose of the article is to identify the behavior features of the national consumer in the conditions of changing economic and foreign policy situation at the present stage. Particular attention is paid to the concept consideration of “consumer behavior” from the point of view of classical and neoclassical approaches. The article analyzes the behavior of consumers and examines the factors determining its change. The specifics of consumer behavior in the period from 2020 to 2023 are revealed. The importance of studying this topic at the present time is substantiated, as well as possible directions for changing consumer behavior and the work specifics of Russian companies in modern conditions are determined.
The article analyzes the methodological foundations of international trade in educational services and current trends in the development of the global education market. It was revealed that one of the key areas of development is the digitalization of the global education market. Digital academic mobility has been gaining popularity in recent years, especially in the conditions created by the Covid-19 pandemic. At the end of 2019 – beginning 2020, the education sector was shocked due to a sharp transition to the online format: neither teachers, nor students, nor schoolchildren in most countries of the world were ready for this. At present it can be concluded that the world has experienced the pandemic and people have adapted to the digital educational environment, but in many regions there is no Internet connection and not everyone has access to a computer, therefore there is a digital divide. According to the United Nations Sustainable Development Goals, by 2030 it is planned to provide all the inhabitants of the planet with quality education throughout their lives. In recent years a large number of EdTech companies have emerged competing for a leading position in the global online education market. Distance learning platforms allow people from all over the world to receive training in areas of interest to them. But in the era of digital transformation the issue of the problems and prospects for the development of the online education market is relevant.
The relevance of this study is related to the ongoing changes in the general context and the need to study the sources of competitive advantage in the XXI century. The systematization of goal-setting methods as criteria for the quality of management and the development of organizational abilities is of particular importance in the context of the formation of the Internet economy. To prepare this publication, the works of domestic and foreign scientists and practitioners were used as a theoretical basis. The main method of research is the analysis of sources that reveal the practical features of the development of organizational abilities in the conditions of the formation of the information society. It is revealed that ensuring competitiveness based on organizational abilities correlates with the formation of more innovative development mechanisms. It is noted that the traditional thinking of management can lead to a mismatch of the strategy of the organization and its environment, making it difficult to implement the strategic process.In conclusion, the article presents the main results and formulates brief conclusions of the study, emphasizing the importance of continuing the study of management practices of the XXI century.
The rapid changes (global, technological, economic) currently taking place in all spheres of life and creating uncertainty affect the dynamics of the number of marriages, divorces, birth rates, mortality, etc. Such changes transform the established types of employment and labor relations, generally affecting the labor market. In this regard, the basis for the existence of the labor market in the modern economy is a constant shortage of qualified labor supply. It is the shortage of workers of a certain quality and professionalism that causes the presence of unemployment in society. In addition, the domestic labor market has been affected by the coronavirus pandemic and Western sanctions in recent years. The article is devoted to the study of the most important aspects of the functioning of the modern labor market in St. Petersburg, the main problems of its development are diagnosed and the ways to solve them are determined.
This article is devoted to the study of the effective development of Russian regions at a difficult stage of countering sanctions and their balanced development. The purpose of the study is to assess the real state of the Russian regions in five main areas in difficult conditions of re-equipment and reconfiguration of all economic and other processes for import substitution. To develop measures to stimulate the development of Russian regions in five sectors of the economy, a methodology for assessing diagnostics and comparing five sectors of the economy was used. The main indicators reflecting the level of development of Russian regions in various production areas based on their dynamics are determined. The factors that have a positive and negative impact on the effective development of Russian regions in recent years have been identified. The conducted research allowed us to formulate a general conclusion about the need to support industrial production at the state level for the effective development of such production.
The article presents the results of a comprehensive study aimed at identifying the features of forming the consumers’ loyalty of scientific and technical information. The scientific work is based on data collected through in-depth interviews among employees of the Department of Long-term Planning and Marketing Research of the All-Russian Institute of Scientific and Technical Information of the Russian Academy of Sciences, as well as analysis of registration questionnaires of clients used to access scientific and technical information. The existing strategies and practices of forming customer loyalty are considered in the context of ensuring effective access to scientific and technical information. The authors identify a number of key principles of work on the formation of consumer loyalty, based on the results of the study: the principle of transparency and trust; the principle of relevance; the principle of accessibility; the principle of personalization; the principle of interaction and feedback. The article presents various aspects affecting the formation of consumer loyalty. Attention is focused on such aspects as the quality of information, its relevance, accessibility and usability. Based on the identified aspects and their impact on the formation of loyalty, the authors have developed recommendations for improving strategies and practices of loyalty formation. The recommendations are intended for organizations generating and distributing scientific and technical information, aimed at strengthening their competitiveness in the information services market. The article identifies potential areas for further research, including a deeper analysis of the needs of specific categories of consumers, as well as the development of specialized methods for forming and maintaining the loyalty of various user groups.
FINANCE AND BANKING
The present study aims to shed light on the reality of the issuance of Islamic sukuk in Malaysia, which occupies the forefront in this field. This is achieved by clarifying the process of issuing Islamic sukuk in Malaysia based on identifying the responsible authority for issuing sukuk, and specifying the issuance requirements, as well as its guidelines and regulatory principles. In addition, it is necessary to consider in detail the types of Islamic sukuk issued in Malaysia in the period from 2001 to 2021. The most significant steps and incentives taken by the Malaysian government to expand the Malaysian Sukuk market are clarified in the study’s conclusion, in an effort to promote Malaysian investment in Islamic sukuk.
The article discusses the key issues of internal control measures when choosing a counterparty during the formation of an innovative economy. The purpose of the study is to develop indicators characterizing the counterparty, as well as an innovative risk matrix used when choosing a counterparty and allowing to identify risks and visually represent the characteristics of the counterparty. To achieve this goal of the article, the following tasks were solved: indicators of economic stability and information support used when choosing a counterparty were proposed; An innovative risk matrix and risk assessment criteria have been developed that allow the organization to objectively assess the counterparty and conclude contracts on the principles of economic validity, reliability and integrity, significantly reducing economic risks. As a result of the conducted research, innovative methods of assessing the counterparty are proposed, which provide an opportunity to obtain its objective characteristics before concluding a business agreement, as well as to rank tax risks. The article uses the methods of a systematic approach, analysis and synthesis, as well as the method of expert assessments.
The paper purpose is to present the theories’ value of the times in political economy for solving modern problems. To achieve this goal, it was necessary to solve the following tasks: to give a brief overview of the comparative advantages’ theory, to designate an example of the “interest rate swap” instrument, to illustrate the application of the comparative advantages’ theory to the “interest rate swap” instrument. The theories of absolute and relative advantages are compared. Particular attention is paid to concrete examples with calculations, but not to the detriment of the presentation of theoretical concepts. The results of the work will be useful in shaping the practice of using derivative instruments and solving a wide range of tasks related to counter flows of financial and commodity-material values. The research used not only methods of analogy, analysis, synthesis, but also formal-logical, comparative and descriptive analyses.
The article relevance is determined by the existing discussions among economists and practitioners about the advantages, disadvantages and consequences of the use of control over the cross-border movement of capital. The subject of the article is the study of the permissibility of the systematic use of capital control measures (“Capital Control”, control over cross-border capital movement, including restrictions on cross-border transactions; a complete or partial ban on currency exchange operations; introduction of restrictions on foreign investments in national assets or on national investments in foreign assets, etc.) to maintain the stability of the national financial system. The purpose of the article is to analyze opinions and factual data on the application of measures to control the cross-border movement of capital, systematization of the possible consequences of this tool for Russia. Based on the analysis of empirical data, country analysis and documents of the International Monetary Fund, the authors have compiled a classification of capital control measures, identified their main groups, identified the reasons for their use, and systematized the advantages and disadvantages of using such measures. The authors conclude that depending on the motives of the regulator, there may be different approaches to the application of capital control measures. The use of the results of this study may be useful for regulators of the Russian financial market, since capital control measures are in force in Russia.
SOCIAL TECHNOLOGIES AND PROCESSES
The purpose of this article is to develop a methodology for analyzing the availability of children’s helpline services. This article is the first part of publications devoted to methodological approaches and analysis of the activities of the children’s helpline. The relevance of the work is due to the importance of psychological support in the system of assistance to children who find themselves in a difficult life situation. The complication of social ties in the modern world, in which children are growing up and socializing, the emergence of new risks, contributes to the demand for psychological help.The importance of developing a network of psychological services and, in particular, helplines that provide assistance to children and parents, as well as ensuring the availability of their services, is reflected in the strategic documents of social policy in the interests of children. The article considers the essence of the category “accessibility” in relation to the psychological service of the helpline, which allowed us to form a methodology for analysis. A methodology for analyzing information on the availability of emergency psychological care for children and parents via a children’s helpline is presented, a system of quantitative indicators characterizing the availability of children’s helpline services is proposed. Indicators are proposed that will characterize the availability of a children’s helpline from the position of working hours and indicators of the availability of psychological assistance of a children’s helpline in the context of the federal districts of Russia. The service availability coefficients were grouped.
The article examines the issue of domestic violence against women as a widespread global social problem of modern society. Many countries are taking various measures to prevent and mitigate this problem. The scientific work presents the experience of solving such a problem in the Scandinavian countries, where an effective model of social policy is implemented in relation to women victims of marital violence. It is highlighted that the importance and relevance of this problem has increased in recent years during the global Covid-19 pandemic, when universal social isolation was introduced. The purpose of the scientific article is to study the state of the social policy of the Scandinavian countries in relation to marital violence against women. The main directions of the family policy of the Scandinavian countries are defined, which is based on the formation of a safe environment for creating a family and raising children. Within the framework of this study, the main programs for the prevention of family violence and the treatment of its victims, social services provided and support systems by social, psychological and medical services are presented. It was also revealed that the support programs are mainly aimed at protecting and establishing the security boundary, restoring the self-esteem of victims of domestic violence.
CURRENT TRENDS IN PSYCHOLOGY
The article examines how deficit fear affects the formation of the actual self-perception of “believer” among students during the period of self-isolation (Covid-19 pandemic). The deficit fear in the causal picture was determined as the reason influencing the dynamics of the actual self-perception of the “Unbeliever-believer”. To analyze statistical relationships, the author’s method was used, based on a general comparison of all quantile data partitions for each studied parameter. This dependence is represented as an asymmetric oscillation when the correlation is very weak and not even significant. It demonstrates one of the two main types of errors in the interpretation of the results of correlation analysis, which are ignored in the psychological community. A detailed psychological interpretation of the revealed connection shows how dangerous it is, especially when using the results in practice, to remain within the framework of linear representations when considering complex psychological phenomena and processes. In addition, three graphs of the dependencies of the indicator of the actual self–perception “Unbeliever – believer” on three indicators of fear (constructive, deficit and destructive) are clearly analyzed, when all the connections within the correlation analysis are extremely weak, but with a nonlinear approach, one of the three dependencies is strong as the simplest nonlinear.
This article presents the results of a scientific and practical study, the purpose of which is to conduct a structural and substantive analysis of the indicators of key competencies of the digital economy and their development among workers of the reclamation industry by means of additional professional education programs. Research methods include scientific and practical analysis, statistical analysis of primary materials and data from the Department of Land Reclamation of the Ministry of Agriculture of the Russian Federation, development and systematization of information and analytical materials on key competencies of the digital economy. The results of the study consist in determining the means of developing digital competencies of specialists in the reclamation industry, in the development, collection, statistical analysis of data from subordinate organizations of the Department of Reclamation of the Ministry of Agriculture of the Russian Federation on indicators of key competencies of the digital economy, as well as in preparing for registration of a database for calculating the competencies of personnel in the field of digitalization of the reclamation sector and broken down by Russian regions.
