Abstract

The article deals with the problems of change management in the new conditions of superfragility of the BANI-world. Interpretations of the concepts of “transcendental thinking”, “digital consciousness”, “immersiveness” are given. The prerequisites substantiating the idea that transcendental thinking needs to be cultivated in the organisation in order to achieve effective management flexibility are presented. The latter is formed in the broader context of the digital consciousness organisational culture, without which it is impossible to set up the organisation’s staff for a positive perception of immersive management practices and the digital technologies productive use. Barriers to the transformation of organisational processes have been identified. It has been shown that the digital transformation of the organisation increases the resistance on the part of the staff by digital resistance plane, when aversion to any change correlates with a lack of ­understanding of digital opportunities. The relationship between the conceptual methodologies of digital consciousness and metacognition and the effectiveness of the formation of a change management strategy has been established.

Abstract

The aim of the study is to identify and substantiate the features of Russian management science development at the present stage. This aspect is significant both for Russian science, and for management practice. For the first one, it is important to systematise and formulate directions for the application of the most effective research methods of various problem management’s areas. For practice, this is due to the possibility of adapting conceptual recommendations in the activities of a particular economic entity. The analysis was based on highly ranked publications. The information base consisted of 38 articles from five peer-reviewed scientific journals included in the Russian Science Citation Index (RSCI) database, and international citation databases. The review of methodology and methods used in domestic research on management issues has been carried out. The methodological basis of the study was the evolutionary approach: the stages of the evolution of the methodology and the problems of research have been shown. Possible promising directions of Russian management science in the future were outlined. The features of the methodology and methods for research the Russian management science have been substantiated, by of these a three basic problem areas have been identified. The results obtained can be used by domestic scientists in determining the management-oriented research methodology.

Abstract

This article discusses the problems of behavioral assessment of the success of building a career of a specialist in the state and municipal administration. The main approaches to building a successful career and professional realisation of an employee is analysed. Special attention is paid to the development of professional skills among the state and municipal employes. With the requirements of federal state standards in mind, the main areas of competence needed in today’s environment for building a successful career of a young specialist or manager in the state and municipal administration are determined. According to the results of the study, it has been concluded that in the modern system of higher education needs additional training programmes taking into account the designated competencies and criteria for assessing the success of young professionals in the state and municipal service.

Abstract

Currently, active developments are underway to implement human and production resource management standards, new management mechanisms are emerging and being supplemented, but first of all, management activities can be assessed by the management decisions taken by the decision-maker, and the results that this management decision has brought. The relevance of the chosen topic is due to the fact that at present and in previous years there has been an increase in some independent variables, so management decisions at enterprises and other organisations are becoming more difficult and require taking into account larger criteria than usual. Therefore, the choice or development of a competent methodology for the management decision-making process would help the decision-maker not only to choose the most effective management decision, but also to minimise possible financial, social and other risks. The groups of factors that have a significant impact on the process of developing management solutions have been identified. The authors propose a step-by-step methodology for assessing the effectiveness level of the management decision-making and implementation mechanism. An updated version of the structural content of the methodological components necessary for the development of management solutions is proposed.

Abstract

The article highlights approaches to assessing the state of the material and technical base of Russian science. The system of indicators used by Russian statistics on the basis of reports collected by the Federal State Statistics Service is considered. Data presentation formats are highlighted. The dynamics of the cost of fixed assets in current and constant prices of 2010 is analysed. The assessment of the distribution of fixed assets of research and development in the sectoral context is given. The dynamics of the cost of the active part of fixed assets with the allocation of their part under the age of five years is analysed. The dynamics of the stock and technical equipment per employee and per researcher is given. The volume and structure of capital expenditures in the regional context have been studied. The ratings of the regions in terms of capital expenditures per scientific organisation are constructed.

Abstract

This article focuses on the specifics of conducting a brand audit of a higher education institution (HEI) in a digital environment. The tools and peculiarities of information audit are considered and highlighted. The main advantages, differences and functionality of contemporary automatic media monitoring systems are analysed, with the focus on a number of specialised domestic and foreign closed access resources: Medialogy, Integrum, Public.ru, IQBuzz, Factiva, LexisNexis. The information on the main closed access systems is collected. Public relations and social media marketing performance evaluation indices are described. The analysis of secondary research on university reputation management is made, the results of which confirmed the hypothesis of the article about the importance of working with the media portrait of the university. It is concluded that it is necessary to conduct information audits of HEIs as part of their reputation management.

Abstract

To minimize the objective function in neural networks, first-order methods are usually used, which involve the repeated calculation of the gradient. The number of variables in modern neural networks can be many thousands and even millions. Numerous experiments show that the analytical calculation time of an N variable function’s gradient is approximately N/5 times longer than the calculation time of the function itself. The article considers the possibility of using zero-order methods to minimize the function. In particular, a new zero-order method for function minimization, descent over two-dimensional spaces, is proposed. The convergence rates of three different methods are compared: standard gradient descent with automatic step selection, coordinate descent with step selection for each coordinate, and descent over two-dimensional subspaces. It has been shown that the efficiency of properly organized zero-order methods in the considered problems of training neural networks is not lower than the gradient ones.

Abstract

The article is devoted to the problems of strategic justification of infrastructure projects, the financing of which is carried out with the involvement of the National Welfare Fund. The purpose of the study is to improve the scientific and methodological foundations of the strategic justification of an infrastructure project to increase the level of consistency of infrastructure projects with the system of strategic planning documents of the Russian Federation. General and general scientific cognition methods, methods of empirical and theoretical scientific cognition, and special methods determined by the essence of the object and subject of research were used in the work. The developed scientific and methodological foundations and proposals for the regulatory and legal regulation of the strategic justification of infrastructure projects in the interests of national safety of the Russian Federation are presented. The proposals presented in the article are intended to contribute to ensuring national safety and improving the competitiveness of the Russian Federation in the long term.

Abstract

The article describes the experience of implementing a project approach to teaching in some universities of the Vologda region – Vologda State Agricultural Academy named after N.V. Vereshchagin and Cherepovets State University. The project approach is considered as the basis for the innovative development of educational institutions in the current context. The need for a project-based approach from the perspective of the student as an educational services consumer has been justified. The characteristics of the interaction forms between two universities in project activities are given, and the process of creating an inter-university project community during the pandemic of 2020-2021 is described. The creation of an inter-university project community is dictated by the need to develop methodological and practical tools to combine the educational potential of the two universities, as there is a demand for workers with a wide range of contemporary knowledge in today’s labour market. The tasks of university cooperation are outlined: organisation of interuniversity project teams; development of projects that include agricultural topics using contemporary technologies in the robotics field. The inter-university project community resulted in the merging of the two institutes’ disciplinary features and the development of two projects in the fields of biotechnology and agronomy with robotics processes.

Abstract

The article examines the impact of scientific and technological progress and changes in politics and economics on management in organisation. The effectiveness of contemporary governance systems can be assessed using well-known criteria: average gain; a cautious observer (Wald’s criterion); Laplace criterion; maximax et al. The use of the VUCA-world philosophy has predetermined the search for a solution to the problem of developing new requirements for the knowledge and skills of managers and specialists in the organisation, the availability and formation of competences. In line with the aim of the work – to find new approaches and requirements for management decision-making and organisation management – new requirements for assessing the changing environment, the business response to these changes, and new aspects of managerial and personnel behaviour in organisations have been identified. It has been revealed that in business training it is necessary to pay more attention to the formation of the desire for self-improvement and the development of the ability to overcome difficult situations, to divide goals into subgoals, tasks into stages. The methods of analysis and synthesis, induction and deduction have been used. Applying the results of the study in practice will improve the management of contemporary organisations.

Abstract

In the context of the coronavirus pandemic and the introduction of certain restrictions on movement between some countries, there is an increase in demand for domestic tourism in the constituent entities of the Russian Federation, including in the Republic of Bashkortostan. One of the promising, but still underdeveloped types of domestic tourism in Bashkortostan and the neighboring Chelyabinsk region is ethnocultural tourism, the potential of which is huge in terms of opening new jobs, organising new small and medium-sized enterprises. It can be considered as a promising direction for the diversification of the rural economy and tourism business, which can dramatically increase the income of the villagers and, in general, the quality of life in rural areas. In addition, it contributes to the preservation of tangible and intangible objects of historical memory, in particular, folk crafts and crafts, customs and traditions, and skills in the production of unique national cuisine products. On the example of depressed rural areas of the Republic of Bashkortostan and the Chelyabinsk region, the author updates the feasibility of enhancing the areas of intermunicipal and interregional cooperation in the field of rural ethnocultural tourism, including through the introduction of additions and changes to federal, regional and municipal programmes for the socio-economic development of the village, small and medium-sized businesses, agricultural cooperation, tourism and the inclusion in them of proposals to support ethnic entrepreneurship and the formation of ethnotourist clusters. The organisation of national (ethno) villages in the Argayashskiy, Kunashakskiy districts of the Chelyabinsk region and in the south-north-eastern regions of Bashkortostan, inter-municipal and inter-regional ethno-tourist clusters can contribute to a more efficient use of the ethno-cultural potential of the indigenous Bashkir population living in them, the preservation of their culture, traditions and customs, activating ethno-tourism and improving the quality of life of the villagers.

Abstract

The process of industrialisation in Russia was accompanied by the creation of many cities, the economy of which is associated with a certain industry. At the same time, the city is completely dependent on one or more of the same type of enterprises. Such an enterprise is called a city-forming one, since it employs 30 % of all working people in the city, and their families make up half of the urban population. The dependence of the city on the enterprise that is one of the main problems, since the state of the enterprise directly affects the economy of the entire city. The activity of the enterprise determines the unemployment rate in the city, the size of the city budget and the state of engineering networks. In the case of a crisis and the shutdown of the enterprise, the economy of a single-industry city will face huge problems. The purpose of the study was to identify the problems of the Russian single-industry towns, and review foreign methods of leveling them. The object of the study were the Russian single-industry towns defined by the Russian Government Decree No. 1398-r dated on 29.07.2014 (revised on 21.01.2020) “On Approval of the List of Monoprofile Municipal Entities of the Russian Federation (Mono-Cities)”. The main research method was comparative analysis. The main problems of single-industry towns in Russia have been formulated: infrastructure provision and monoprofile economy. A comparative analysis of domestic and foreign experience in solving these problems is carried out and the directions of modernisation of Russian single-industry towns are proposed. Issues of legal support for the implementation of the proposed recommendations require further elaboration.

Abstract

The article consider the concepts of cluster and cultural cluster. The specifics of the cluster approach in film production are studied. The basic principles according to which film clusters exist are highlighted. The relationship between the state, companies that are directly involved in production, and companies that have direct and indirect influence at all stages of the creation of an audiovisual product. The work of regional film commissions, which are a guide between the state and film producers within the fixed territory, is considered. The models of regional cinema development in Russia are analysed. The analysis of the prerequisites for the creation of film clusters in the Russian regions is carried out. The key current problems in the regional cinema are identified. The main steps that regions need to take when developing a strategy for the comprehensive long-term development of regional film production are presented.

Abstract

The article reveals the issues of assessing the ecological situation of municipalities. Based on an analysis of the socio-economic development strategies of municipalities in the Sverdlovsk region, it has been concluded that they lack the disclosure of the strategic direction “Ecology” in them, which can become the basis for the individualization of strategies. The article presents the author’s approach to assessing the tension of the ecological situation of the territories, which makes it possible to identify the most acute environmental problems. A multi-stage algorithm for calculating a complex and integral indicator of the intensity of the ecological situation of territories is proposed. The approach has been tested in three municipalities of the Gornozavodsk administrative district in the Sverdlovsk region. It has been concluded that the environmental situation in the Gornozavodsky administrative district is primarily determined by the industrial nature of activities and, consequently, by high levels of atmospheric air and water pollution.

Abstract

The best available techniques (BAT) today serve as a tool to overcome the turbulence of economic processes. The purpose of the study is to substantiate the role of the best available techniques for modern Russian industry in the face of new challenges. The author’s position is based on a broad view of BAT that goes beyond environmental aspects. In this regard, a conceptual model of BAT is proposed, based on the idea of harmonizing the development goals of industrial systems against the background of sanctions pressure on the Russian economy and technological backwardness of domestic manufacturing enterprises, and convergence of key trends in industrial development, in particular, sustainable development, the ESG concept, the green economy and the closed-loop economy. A distinctive feature of the author’s approach is the expansion of the boundaries of the potential effect, taking into account its correlation with global trends in industrial development. It is proved that the BAT are able to play the role of a springboard to achieve technological sovereignty of Russia. The formulated scientific provisions can be taken into account within the framework of the development of the BAT methodology.

Abstract

The problem of regulating economic inequality to ensure social justice in society in the context of accelerating economic growth is of constant and obvious relevance. However, this problem does not have universal solutions due to significant country differences and the peculiarities of the social contract in a particular country. The purpose of this study is to analyse and assess the impact of reforms in the system of taxation of personal income on the dynamics of income inequality of Russian households. Dismantling the progressive personal income tax rate did not lead to a significant increase in income inequality in Russia, but the problem of excessive property inequality persisted until the beginning of 2022. The passive policy of regulating economic inequality unexpectedly yielded results in 2022. We expect, that after illegal confiscations and freezing of Russian assets abroad, coupled with anti-poverty programmes, the level of income and property inequality in Russia will significantly decrease on the horizon of 2022−2024. In the long term, the policy of passive financial regulation of inequality can produce a result that remains to be seen on the reporting data of Rosstat and international databases. In the future, when solving the dilemma between equality and economic growth, Russia should focus on the latter and make efforts to restore and then accelerate the growth of the average standard of living in the country.

Abstract

The article analyses the historical aspects and prospects for the development of foreign trade relations between Peru and Russia. The dynamics of RussianPeruvian diplomatic relations was studied, the most significant periods of these relations were highlighted, the crisis periods that affected cooperation between countries, including the Second Pacific War (1879−1884) were identified, and the collapse of the USSR. The most fruitful period in the history of Russian-Peruvian relations is marked by the beginning of the “most-favoured-nation” regime, established in 1969 after the signing of the Trade Agreement by the parties. The key aspects of the current state of trade cooperation between Peru and Russia are highlighted. The intensification of trade cooperation in the modern period occurred after the meeting of the presidents of Russia and Peru in 2008 at the Asia-Pacific Economic Cooperation summit in Lima. The commodity structure of trade relations between Peru and Russia is considered. It is suggested that the priority tasks for the further active development of Russian-Peruvian cooperation can be considered the increase and diversification of trade, the growth of mutual investment, and the signing of a bilateral free trade agreement. The methodological basis of the research includes general scientific methods: historical-legal, structural-functional, comparative-legal, formal-legal, statistical. The information work was compiled scientific literature, monographs, regulatory documents, and reference materials that demonstrate the functioning of foreign economic activity, including between Russia and Peru.

Abstract

The sustainable development of industrial enterprises presupposes a qualitatively new investment level aimed at the transition to the cleanest, least resourceintensive and most waste-free production possible through a continuous process of innovation and investment projects implementation. At the same time, the current conditions for real investment are generally associated with increasing uncertainty (in particular, due to globalisation and progressive technical development), and therefore are accompanied by a high risk level, which certainly affects the ongoing projects results. The purpose of this study is to develop indicators for assessing the enterprises effectiveness, taking into account the changing external environment, the processes of transition to sustainable development of the economy. The methods of analysis, synthesis and generalisation have been applyed. The results can serve as a justification for the widely used today in practice and in economic science, but insufficiently substantiated position that in market conditions the economic efficiency of an income-generating object can be assessed by its market value. The asset owner is always interested in increasing the market value, therefore, it is generally accepted that an increase in the market value over a certain period is also an indicator of the economic efficiency of the object use by the owner, and vice versa, a decrease in the market value of a facility indicates the presence of factors impeding effective operations.

Abstract

The article reveals and characterises contemporary problems arising in the organisation of production process management, and most forward-looking solutions in conditions of economy’s digitalisation. The article describes the main difficulties that arise when introducing information systems into activities of domestic industrial enterprises. For the first time, an author’s model for the development of a production process management system is presented, considering the plans and current capabilities of the enterprise. Expansion the possibilities of using production process management systems is based on integration of information systems and software used to realise a company’s current objectives, its strategic plans and a contemporary concept ESG. The issues of ensuring safety in production process’ control systems are considered. The development of methods for expanding the possibilities of using information systems increases the manageability of the enterprise, aides in decision making.

Abstract

Currently, the insurance market is actively using modern technologies, which allows companies to compete with each other and attract customers. However, the possibilities of introducing artificial intelligence and big data (AI and DB) into the regulated sphere, which is insurance, are usually limited compared to unregulated sectors. The purpose of the study is to substantiate the need and develop measures to regulate the use of AI in insurance, in general, and auto insurance, in particular, as well as to determine the prospects and risks of the spread of the use of AI technologies in insurance. The research used scientific works of domestic and foreign scientists in the field of AI and DB development in insurance, regulatory legal acts and program and strategic documents for the development of the Russian insurance market, as well as data generated by the authors on the basis of official statistical materials. For analytical data processing, the method of statistical analysis, the system-logical method, as well as such general scientific methods as induction, deduction and synthesis are used. The slowdown in the growth rate of the insurance market at the present time is due to both the tightening of the regulator’s requirements for the financial stability of insurers, and the lack of prospects for development, the complexity of the introduction of AI and DB in insurance. A competent state approach to regulating the activities of subjects in the topic under consideration entails a number of benefits and advantages, will allow to neutralize or reduce the influence of the identified constraining factors.

Abstract

Oil and gas complex is a common name for a group of industries for the extraction, transportation and processing of oil and gas and the distribution of products of their processing. Oil and gas complex plays a significant role in the development of the economy both in the domestic and foreign markets. The article focuses on the contribution of the industry to the country’s economy, in addition, the resource base of minerals of the Russian Federation is considered. The dependence of the Russian economy on oil and gas is clearly demonstrated. The analysis of the current situation on the oil and gas market is carried out, the impact of the oil and gas complex on the economic indicators of Russia is assessed. The article examines and analyses the leading vertically integrated oil companies. This analysis allows us to see the developing and increasing indicators of companies in terms of progress.

Abstract

The article analyses the budgetary provision of the regions in the Volga Federal District. A vertical and horizontal imbalance of budgets has been revealed. Only two regions are not subsidized, with estimated budgetary capacity above the national average. To balance the budget system and strengthen its resistance to crisis phenomena in the economy, the resilience property of public finances was considered. It has been established that one of the instruments of resilience is interbudgetary transfers, the improvement of distribution methods of which makes it possible to increase the flexibility and adaptability of the regional economy in a period of environmental turbulence. The existing models for the use of intergovernmental transfers are identified and considered: 1) the introduction of blocks for the distribution of subsidies into the system of substantiation of budgetary appropriations based on the developed methods, 2) a binary model for managing the socio-economic development of the region, which performs the dual functioning of the transfer mechanism and priorities strategic development. In order to increase the territories resilience, a model for managing the transfer mechanism is proposed, which, unlike the existing ones, provides for taking into account the stage belonging of the territories, the features and patterns characteristic of each stage of the life cycle (four stages: education, development, maturity and decline).

Abstract

The article examines the changes that have occurred in communications in all spheres of human activity: in business, retail, education, culture, banking, which occurred due to the pandemic that began in the winter of 2020. The pandemic has spurred and accelerated the information technologies development, changed the attitude to working from home in general. The article focuses on the global changes that have occurred in the personnel direction. The change in interaction formats – the transition to an online environment, is analysed. Conclusions are drawn about the remote work format perception and about the change in the “remote work” concept perception by both employees, and managers in companies. The data on new emerged professions in this period, and on demanded professions on the online communications development wave, are given.

Abstract

Nowadays, one of the important missions of higher educational institutions is the organisation and introducing students to a culture of health. The purpose of this study is to propose a strategy for the development of health-saving technologies by implementation of project activities into the educational process based on the Physical Education Department at the State University of Management for the formation of competencies in the chosen professional activity. The sociological survey was carried out among students at the State University of Management. The questionnaires included questions on students’ attitudes towards physical culture as an integral component of a healthy lifestyle. The degree of interest of the respondents in project activities in general and on the basis of the Department of Physical Education at the university, in particular, to improve the acquired professional competences was determined. The results of the study point to the need to modernise approaches to the formation of healthy lifestyle values, including the organisation of physical culture events, the development of a marketing plan to attract mass attention to the sports life of the university, where the main role is given to self-education and the realisation of the individual’s potential through active participation in university sporting life.

Abstract

Today, the mainstream in the development of inclusive social initiatives is to create equal conditions for every member of society. The results of sociological studies that determine the main preferences in the field of career building and employment opportunities for young people with disabilities are presented. The main behavioural characteristics of this category of young people are described. The most useful skills acquired in the process of studying in educational institutions were the ability to listen, manage time, conflicts. These are the qualities that any person needs to effectively organise his life, establish contacts, establish interpersonal relationships. The study revealed the desire of young people with disabilities to look for work, find a job, but often the jobs provided by employers do not meet the necessary minimum requirements or the physical abilities of job seekers do not allow them to find a job. This study has made it possible to outline the range of problems faced by young people with disabilities in finding employment and choosing a career.

Abstract

The article presents the results of a statistical analysis of the breeding rate in Russia. The annual data characterizing the number of divorces in 2000−2021 are considered, unstable dynamics is noted, which is generally characterized by a tendency of their decline. The dynamics of the indicator according to short-term data has showed the presence of seasonal fluctuations, seasonality indices have been calculated, a seasonal wave graph has been constructed. Based on the analysis of sociological research data, the reasons for divorces have been identified. On the basis of statistical data, the indicators that have statistical links with the general coefficient of divorce are identified and have an impact on it. These variables have been grouped by individual characteristics, the following groups of factors are formed: demographic factors; income and employment; housing conditions; public health; digital environment. With the help of correlation and regression analysis, linear models have been built for individual groups of factors, and a generalised model. By comprehensively influencing the indicators included in the model, it is possible to adjust the values of the total dilution coefficient for the future. Based on cluster analysis, regions with high, medium and low breeding rates have been identified. The results of the study can be useful to state bodies in the framework of their practical activities.

Abstract

The Internet has become an integral part of the modern society. It has a strong influence on the social institutions and makes them adapt to the new conditions of the digital environment. Religion is not an exception despite its inherent resistance to change; such an ancient social construct was also forced to enter the process of digitalisation. The article reflects the peculiarities of this process: it analyses the activities of various religious movements in the Russian Federation in the digital environment and reveals the attitude of religious representatives (official and unofficial) to the process of adapting religion to the digital environment. The scholarly literature on the digitalisation of religion was analysed and the problematic aspects of this process were identified. A content analysis of the Internet communities and resources of the main traditional (Orthodoxy, Islam and Judaism) and non-traditional religious teachings (Neopaganism and Satanism)was carried out. We identified the attitude of religious representatives to the digitalisation of religion. We conducted an expert interview with bloggers whose activities are related to the dissemination of religious views on the Internet.

Abstract

The article presents the results of the study aimed at identifying the level of influence of distance learning on the psychological well-being of students. The objects of the study are the environment and factors having a negative impact on the psychological well-being in the student environment of the Krasnoyarsk State Medical University named after Professor V.F. Voyno-Yasenetsky. In order to explore the main challenges of digital pedagogy, a questionnaire survey of 140 second year students of the medical, pediatric and dental faculties of the university was carried out. The results of the survey have demonstrated that distance learning had a negative impact on the rhythm of students’ classes, negatively affected the level of student responsibility in the educational process and the causes of emotional burnout. During remote classes, the conflict between students decreased, and along the line of student-teacher interaction, on the contrary, it increased. The results of the study may be of interest both to the management of universities and to the teaching staff, since the distance format is being introduced into the usual learning activities of students.

The article is based on the data of an empirical study carried out in 2022 with the participation of 148 students of the MGIMO University – Russian’s citizens, one half of whom identified themselves as Russian, and the other attributed themselves to other ethnic groups. The personal prerequisites for psychological safety, which are characteristic of Russian students who define themselves as “Russian”, include: a normative variant of the development of five basic characteristics that make up the structure of a “normal” personality; tolerance as a personality trait; average and a lower authoritarianism index relative to the other group; components of self-actualisation – support, behavioural flexibility, cognitive needs; medium-developed subjectivity; adequate level of psychological defenses. The students – Russian citizens who attributed themselves to other ethnic groups, have: a normative version of the development of the five basic characteristics of a “normal” personality; an average overall level of tolerance and authoritarianism as well as self-actualisation; an adequately high level of belief in the fairness of the world, their good fortune and ability to control events; activity as a leading component of subjectivity; a willingness to establish a social distance with other ethnic groups that facilitates dialogue. Based on the results of the survey, personal preconditions that can cause inter-ethnic conflicts have been identified.
